Since 2010, the neighborhood of Santurce, in San Juan Puerto Rico, has celebrated Santurce Es Ley (Santurce Rules), a three-day arts festival. Latinopia is proud to showcase this video by videographer Kendal Marsh and producer Jose Umpierre as they visited the 2016 Santurce Es Ley celebration.
