In 1949, Edward Roybal was the first Mexican American to be elected to the Los Angeles City Council in more than 100 years. Later Roybal was elected to the U.S. Congress where he served from 1962 to 1993. Historian Frank Berumen has written about Roybal’s enviable career in empowering Mexican Americans in his new book, Edward Roybal, The Mexican American Struggle for Political empowerment. Here, Berumen talks about the importance of Roybal’s election to the Los Angeles City Council.
